On the 22nd. March, 1875, the Earl of Car-

narvon in acknowledging this despatch referred to a

proposal made by Sir T. Wade that a Chinese Consul

should be appointed to reside in Hongkong and added "it

'appears to me that, in connection with the difficulty that "has unfortunately arisen, no really substantial arguments

*could be advanced against entrusting to a Chinese Consul

in Hongkong the privilege in collecting from Junk Masters

"receipts for export duty levied in China and issuing to

"them similar receipts for duty payable on account of

importations into China, and that the practical advantages

*resulting from these arrangements would more than oem-

*-pensate for the inconvenience which has been apprehended

"from the appointment of such a functionary. I do not over-

*-look the fact that generally speaking it is not the

"duty of one country to assist in enforcing the revenue

"laws of another, but in view of the peculiar conditions
